Peru is one of the most interesting sportsbook markets in Latin America for someone who wants to start small and grow.

Official tax figures give us another indication of sportsbook activity.
MINCETUR reported that the tax collected specifically from remote sports betting reached S/117.4 million during the first eleven months of 2025, making sports betting the largest contributor among the newly regulated remote-gambling categories.

The important point for a new entrant is simple:
People are already betting, operators are already making money and the market is established enough that you do not need to educate customers from zero.
Sports popularity
Football is the obvious centre of the Peruvian sportsbook market.
Liga 1, the Peruvian national team, Copa Libertadores, Copa Sudamericana and major European competitions all attract attention. La Liga, the Premier League, Champions League and international tournaments give operators betting activity throughout the year.
Football should therefore receive the deepest pre-match and live coverage.

At the end of 2025, approximately 28.4 million Peruvians were using the internet, giving the country internet penetration of 82%. Peru also had approximately 37.5 million active mobile connections, with 95.7% of those connections using broadband-capable networks.

Registration, deposits, checking odds, live betting and withdrawals should all work smoothly from a smartphone.
An agent does not need to build that technology himself. With the right provider, the mobile platform is already there.

That creates space for people who understand their city, community or customer group better than a large international marketing department does.

2. Legal Requirements for Starting a Sportsbook in Peru
Gambling regulations
Online sports betting is legal and regulated in Peru under Law No. 31557, as amended by Law No. 31806.
The regulator is the Ministry of Foreign Trade and Tourism — MINCETUR — through its gaming directorate.
The regulated system has been fully operating since 2024 and covers both remote sports betting and online casino games.

Unauthorized platforms are actively being blocked. In July 2026 alone, MINCETUR announced the blocking of 36 online gambling platforms that were serving Peruvian customers without authorization.

So the model needs to sit inside the regulated market.
Licensing
If you eventually want to become the direct sportsbook operator, Peru actually offers a relatively clear route.
Peruvian companies, Peruvian branches of foreign companies and even qualifying foreign legal entities can apply for authorization. MINCETUR currently lists a S/273.10 administrative application fee, a maximum response time of 30 working days and a six-year authorization period.

But that small application fee should not be confused with the total cost of becoming an operator.
Direct operators also face platform certification, compliance and financial-guarantee requirements. The law requires a guarantee equivalent to 200 UIT for operating an online gaming or sports betting platform. With the 2026 UIT set at S/5,500, that represents S/1.1 million.

That is why we would not suggest that a first-time entrepreneur starts by becoming the operator.
There is another route.
Work commercially with an established authorized operator or sportsbook provider. Start as an agent or acquisition partner, prove you can bring players, and then grow toward a master-agent position.
The important legal distinction is that “master agent” is a commercial structure, not a replacement for MINCETUR authorization. The customer-facing sportsbook serving Peru still needs the required authorization.
Taxes
Licensed remote betting operators pay a 12% monthly tax on the applicable net gaming base.

From July 2025, an additional 1% Selective Consumption Tax (ISC) applies to remote games and remote sports betting under the current framework.

Those taxes are important if you become the direct operator.
For an agent, however, the immediate commercial question is normally much simpler: what commission or revenue share do you receive from the operator, and what are your own local tax obligations on that income?
That is the number we should calculate first.
Local restrictions
Player protection, platform certification, AML/KYC and technical reporting form part of the regulated framework.
Advertising and commercial relationships also need to be tied to authorized gambling businesses rather than unlicensed websites.
The good news is that Peru already has hundreds of registered service providers supporting the regulated ecosystem. MINCETUR reported 320 registered providers by late 2025.

You are entering an existing industry infrastructure rather than trying to invent one.
3. What You Need to Launch a Sportsbook
Sportsbook platform
At agent level, almost none of the difficult technology needs to belong to you.
The sportsbook provider can supply:
the betting platform, odds, live betting, back office, trading and risk management, player accounts, reporting and technical infrastructure.
That changes the business completely.
Instead of asking:
“How can I build a sportsbook?”
You start by asking:
“How many customers can I bring to a good sportsbook?”
That is a much easier first problem to solve.
Payment methods
Payments are one of Peru’s strongest advantages.
Digital wallets have become mainstream. An OSIPTEL survey found that 62.3% of Peruvians used digital wallets in 2025, and among wallet users, 96.8% used Yape while 25% used Plin. �

Peru is competitive, so there is little reason for a small entrant to fight major sportsbooks through expensive mass advertising.
Start locally.
