Pakistan looks like a natural sportsbook market. It has 256 million people, a young population, a powerful cricket culture and more than 100 million internet users. A person with a strong network can quickly see the commercial potential.
The obstacle is not demand. It is legality. Pakistan does not offer a normal private online-sportsbook licence in 2026, and the authorities actively block gambling and betting platforms. A foreign licence does not automatically make it legal to accept Pakistani customers.
The correct starting point is therefore to organise the audience, build a legal sports-media or B2B business, or use your network in a market where betting is authorised. If regulation changes later, people who already control distribution will be in the strongest position.
Is Pakistan a Good Market for Sports Betting?
Pakistan is a high-potential market with low immediate legal accessibility. DataReportal’s Digital 2026 report placed the population at 256 million in late 2025 and the median age at only 20.6. It reported 117 million internet users, 194 million mobile connections and 79.9 million social-media identities. Those numbers describe a huge, young and increasingly mobile audience.
Cricket is the obvious commercial centre. Pakistan national-team matches, ICC tournaments and the Pakistan Super League create major attention. The PSL has continued to increase its commercial reach and expand beyond its original cities. Reuters reported that the league planned to grow from six to eight teams, showing how much value remains in Pakistan’s domestic sports audience.
Football can provide weekly activity between cricket events, particularly through the Premier League, Champions League and major international tournaments. However, cricket should drive the product, content calendar and customer communication.
The digital behaviour is equally promising. DataReportal counted 117 million internet users, while 79.5 percent of mobile connections were classified as broadband. The commercial lesson is simple: much of the reachable audience already discovers entertainment and communities through a phone.
Pakistan’s payment system is also becoming more digital. The State Bank of Pakistan’s FY2024–25 payment review reported that digital channels accounted for 88 percent of retail transactions. Mobile banking, Raast and electronic-money wallets have made fast payments familiar. That does not create permission to process gambling transactions.
For a future founder, the valuable asset is not simply knowing that Pakistanis love cricket. It is being able to reach a measurable adult audience, earn its trust and move that audience only through a lawful commercial structure.

Legal Requirements for Starting a Sportsbook in Pakistan
Pakistan is not an open online-sportsbook licensing market in 2026. The federal Prevention of Gambling Act, 1977 forms part of the anti-gambling framework, alongside provincial laws such as the Khyber Pakhtunkhwa Prevention of Gambling Ordinance. There is no generally available licence for a private online sportsbook serving Pakistani customers.
Enforcement also reaches digital products. In August 2025, the government told the National Assembly that the Pakistan Telecommunication Authority had blocked 184 gambling and betting websites and applications. That is a clear warning against treating offshore access as a reliable business model.

The practical routes sit around the restricted local market. You can build cricket media, statistics or sports communities that do not facilitate bets. You can provide B2B services to licensed operators or prepare a sportsbook for another regulated country, provided every part of the model is lawful there.
Pakistan should be viewed as a long-term opportunity and a market-intelligence project, not as a place to quietly launch first and solve legality later.
What You Need to Launch a Sportsbook
The first requirement is a real audience or distribution network. Count the adults you can reach, the cities or communities they come from, the sports they follow and the communication channels they actually use. Ten thousand passive followers are less valuable than a smaller group that trusts your recommendations and responds consistently.
The second requirement is the right territory. If your network also reaches adults in a regulated market, that may create a legitimate first test. Approve the operating model for that jurisdiction before promotion begins.
