Madagascar is an early-stage sportsbook opportunity built around football, mobile phones and a rapidly growing digital audience. It is not yet one of Africa’s largest online betting markets, but that is exactly why the right local network can matter.

Is Madagascar a Good Market for Sports Betting?
Madagascar has strong long-term potential, but it should be approached as a focused growth market rather than an instant national launch.
DataReportal’s Digital 2026 report counted 32.9 million people in October 2025. The population increased by approximately 777,000 in one year, a growth rate of 2.4%. The median age was only 19.2, while 28.9% of the population was between 18 and 34. This creates a large and continually renewing adult audience for mobile entertainment.
The mobile numbers are moving faster than internet penetration. Madagascar had 21.8 million cellular connections at the end of 2025, equal to 66.2% of the population. The number of connections increased by 2.2 million, or 11.1%, in one year, and 76.3% were connected through 3G, 4G or 5G networks.
Internet use remains a limitation. There were 6.71 million internet users, representing 20.4% penetration. That means a sportsbook cannot assume that every potential customer has constant, affordable data. The product must load quickly, work on ordinary Android phones and make every screen simple.
The reachable online audience is still commercially meaningful. Madagascar had 4.15 million social-media user identities in late 2025, up by 600,000 or 16.9% in one year. Facebook represented almost the entire measured social audience, making local pages, Messenger groups and personal referrals useful acquisition channels.
Football should lead the product. The Madagascar national team, UEFA Champions League and major European leagues provide regular activity. Basketball, rugby and combat sports can support the calendar, but the initial offer should remain simple.

The International Finance Corporation reported that Madagascar had more than 10 million mobile-money accounts and that transaction value more than doubled between 2016 and 2020. In 2025, the Ministry of Economy and Finance worked with MVola, Orange Money and Airtel Money to digitalise public payments.
Madagascar is not a market where a foreign-looking website will automatically win. Many people live outside the largest cities, internet access is uneven and trust is personal. Someone who controls a football audience, local business network, group of promoters or regional community can be more valuable than someone with a large technology budget and no route to customers.

Legal Requirements for Starting a Sportsbook in Madagascar
Madagascar’s online gambling framework is changing. The National Assembly records show that Draft Law No. 019/2026 was officially deposited on 28 August 2026. It proposes a modern national system for gambling activities and gaming establishments, but the Assembly page still lists it as a government bill at the official-deposit stage.
The proposal would require specific authorisation for sports betting and online gambling and introduce stronger controls over operators, intermediaries, player data and technical systems. It should not be presented as active law until the legislative process is complete.
The practical conclusion is simple: do not buy an offshore white label and assume that it creates permission to accept bets in Madagascar. Before promoting a sportsbook or collecting customer funds, confirm the current position with the relevant Malagasy authorities and qualified local advisers.
For a low-capital entrepreneur, the safest route is a written acquisition or distribution agreement with an operator that can prove its authority to serve the market. The agreement should identify who owns the customer accounts, processes deposits, settles bets, handles withdrawals and carries regulatory responsibility. As the new framework develops, every structure should be reviewed again.
What You Need to Launch a Sportsbook
The first requirement is a real network. Identify the adult customers you can reach, where they live and who influences each community. Access to football supporters, local businesses, viewing locations or online groups is commercially useful.
Start with a small number of productive partners. Give each one a clear tracking link or code and measure registrations, verified accounts, first deposits, active bettors, turnover, net revenue and commission. A promoter who brings 100 registrations but no deposits has little value. A promoter who repeatedly brings active customers deserves more territory and better terms.
If several promoters produce results, a master-agent structure may become possible under the operator’s approved model. The position should follow proven customer activity, not titles or promises.
The sportsbook must be mobile-first and light. Registration, deposits, the bet slip and withdrawals should require few steps. Football markets must be easy to find, live odds must update reliably and settled bets should appear quickly. A stripped-down product that works on weak connections will outperform a beautiful platform that takes too long to load.
French and Malagasy support should explain bonuses, settlements, limits and withdrawals clearly. It should be available during evening matches and weekends.
Payment planning should begin with locally accepted methods. MVola, Orange Money and Airtel Money are the obvious channels to evaluate, but every integration must be approved by the operator and payment provider. Customers should see the minimum deposit, transaction status and expected withdrawal time before they commit money.
Marketing should look local. Short match content, referral campaigns, viewing-location partnerships and trusted promoters can outperform generic advertising. Measure every channel by deposited and retained customers, not likes or impressions.
The first launch should focus on one city, region or community. Fix payment, support and conversion problems there before expanding. Madagascar’s geography makes uncontrolled national growth difficult; a working local model can be copied carefully when the numbers prove it.
