Is Online Casino Legal in Paraguay?

Earlier CONAJZAR resolutions dealt with applications and authorisations for online casino, but the current law now expressly places the category within the national tender system. Any company claiming to hold an online-casino authorisation should be checked against its current certificate and the National Register of Gambling Operators. A land-based casino authorisation should not be assumed to cover online play.
The law also gives CONAJZAR authority to monitor websites, payments, advertising and other online gambling channels, including unauthorised operations. An offshore licence or supplier contract may support the technology, but it does not replace Paraguayan market access.

The important measurements are first deposits, payment success, active players, game preferences, repeat deposits, retention and net gaming revenue. Registrations alone do not build a casino. The objective is a stable group of customers who enjoy the product and trust the operation.

Begin by confirming whether the intended model is partnership, B2B supply or preparation for a direct concession. Verify every operator and authorisation through current official documentation before discussing traffic, payments or player acquisition.
Next, define the customer segment, product mix and payment journey. Select a compact group of high-performing slots and live games, build clear Spanish-language support and test the complete experience on mobile devices.
