The Republic of the Congo—commonly called Congo-Brazzaville—has entered a new stage of iGaming regulation. Law No. 37-2024 created a formal structure for online gambling, and the country established a dedicated gambling regulator in 2025.
This gives serious businesses a clearer legal route, but an independent online casino is not a low-cost project. The law requires substantial capital, state participation and technical oversight. For most entrepreneurs, the practical entry point is an authorised agent or commercial partnership with an approved operator.
Someone with access to adult customers can begin by proving registrations, deposits and repeat activity. If the network performs, the business can grow into a master-agent structure or a larger branded casino operation.
Is the Republic of the Congo a Good Market for Online Casinos?
Congo-Brazzaville has approximately 6.5 million people, with much of its commercial activity concentrated in Brazzaville and Pointe-Noire. This concentration can make local customer acquisition more manageable.
The country has the infrastructure for a mobile-first casino. Congo recorded more than 6.23 million mobile subscriptions in 2025, according to regulator ARPCE. Approximately 99.3% were prepaid.
DataReportal estimated that 2.46 million people used the internet at the beginning of 2025, equal to 38.4% of the population. Internet penetration remains below mature markets, so an online casino must load quickly and work properly on ordinary Android devices and variable connections.
Mobile money is the strongest payment opportunity. ARPCE’s 2026 dashboard reports approximately 3.7 million active mobile-money customers, representing penetration of 55.8%. MTN Mobile Money and Airtel Money are already familiar parts of everyday financial activity.
The regional market is also expanding. Africa’s online gambling market is forecast to grow by 6.6% annually between 2026 and 2035, while mobile gambling is projected to grow by 7.3% annually. Congo-Brazzaville’s new legal framework gives approved operations a chance to participate in that growth.
The commercial opportunity belongs to businesses that combine a reliable product with trusted distribution. The platform supplies the games, but local partners create the registrations, explain deposits and withdrawals, solve simple problems and keep customers active.

Legal Requirements for Starting an Online Casino in the Republic of the Congo
Law No. 37-2024 of 11 October 2024 regulates gambling and money games in Congo-Brazzaville. Its Category I includes online sports betting, online casinos and online virtual games.
The country then adopted Law No. 1-2025, creating the Autorité de régulation des jeux de hasard et d’argent, or ARJHA. The authority reviews licence applications, controls systems and equipment, traces online transactions, audits operators and can order the blocking of illegal gambling websites.
An independently licensed online casino must operate through a public limited company with a board of directors and minimum fully paid capital of CFA 2 billion, approximately €3 million. At least 10% of the company’s share capital must be held by the state.
The applicant must demonstrate adequate financing, maintain funded bank accounts capable of covering winnings and pass technical checks on its software and systems. The framework also requires online operations to support real-time regulatory monitoring and retain relevant customer data on equipment located within the Republic of the Congo.
These requirements make one point clear: an offshore licence or ordinary white-label contract is not automatic permission to accept Congolese players. Direct operation requires local approval and a substantial regulated structure.
The law also recognizes approved vendors, commercial delegates and distribution networks. Technical and commercial partnerships are permitted, but the agreement requires a non-objection opinion from ARJHA. A local entrepreneur can therefore enter through a licensed partner, provided the relationship follows the regulator’s requirements.
Gaming taxes and public deductions are determined through finance laws. The 2024 law states that online and virtual gambling must face higher public deductions than other gambling activities. Confirm the current rates, licence conditions and partnership rules before accepting customers or handling deposits.
What You Need to Launch an Online Casino
The first requirement is a real commercial route to customers. This could be an adult social network, a group of local promoters, retail connections, an entertainment audience or a trusted presence within a particular neighbourhood or city.
For most new entrants, the lowest-risk route is an approved agent or commercial partnership. The licensed operator provides the casino platform, games, player accounts, reporting and payment structure. The local partner introduces customers, helps build trust and develops the market.
This tests the network before major investment. Measure registrations, first deposits, active players, repeat deposits, retention and net gaming revenue. A large audience has little value without depositing customers.
A successful agent can later become a master agent and recruit other partners. Each agent can develop a defined community, while the master agent monitors performance and earns a share from the wider network.
The casino product must be designed for mobile phones and available in French. Registration, the cashier, bonus rules and withdrawal information should use clear language. Lingala customer support can add value in communities where customers prefer local communication.
The game library should include slots, live casino, crash games, roulette, blackjack and simple instant-win products. The objective is not to add every game available. Reporting should identify which products produce deposits, longer activity and repeat play among Congolese customers.
MTN Mobile Money, Airtel Money and bank transfers may be important payment options, subject to the operator’s licence and agreements with each provider. Deposits must be simple, but fast and dependable withdrawals will determine whether customers trust the brand.
The backend should show registrations, deposits, withdrawals, bonuses, game activity, agent performance and revenue. It must also support customer verification, player limits, fraud prevention, data protection and responsible-gambling controls required by the local framework.
How Much Does It Cost to Launch an Online Casino?
The entry cost depends on the level of ownership and control.
An approved agent test can begin with less than €1,000 because the operating partner provides the platform. The budget can be used for communication, customer support and small local promotions. This is the most sensible way to test whether an existing network produces real casino activity.
A larger network test may require €1,000 to €5,000 for marketing and operating expenses. Spending should increase only when registrations become deposits and customers continue playing.
A white-label casino commonly requires approximately €10,000 to €30,000, depending on the website, game package, payments and customization. A more advanced turnkey operation can require €50,000 to €150,000 or more.
In Congo-Brazzaville, those figures cover technology and commercial setup only. They do not replace the local licence, CFA 2 billion capital requirement, state shareholding, professional services, taxes or technical compliance costs. An independent operation therefore requires several million euros rather than a standard white-label budget.
An agent arrangement can be prepared within days after the partnership and tracking structure are approved. A branded casino can take several weeks, while an independently licensed operation requires a much longer corporate and regulatory process.
