2. Legal Requirements for Starting an Online Casino in Uganda


Gambling laws


Online casino gaming is legal in Uganda when operated under the appropriate licence.
The National Lotteries and Gaming Regulatory Board — NLGRB supervises the sector under the Lotteries and Gaming Act 2016.
Importantly, the regulator explains that its Casino Operating Licence includes virtual and online platforms where customers participate in games approved by the Board.

Licensing


If you eventually want to operate the casino yourself, you need a Casino Operating Licence from the NLGRB.
The regulator currently requires incorporation documents, ownership information, source-of-funds evidence, tax clearance, software-provider details, games and rules, AML procedures and other operational documentation.
Direct casino applicants must also demonstrate minimum capital of UGX 1 billion.

That is useful to understand.
But it is the future operator stage, not our recommended starting point.
Uganda’s law defines an “agent of a licensee” as an agent appointed or approved according to the terms of the underlying operator’s licence.

An agent agreement does not replace the casino licence. The underlying operator remains responsible for legally offering the games.


Taxes


Direct casino operators currently face 30% gaming tax on gaming revenue, calculated from stakes less payouts. Player net winnings are also subject to 15% withholding tax under current Uganda Revenue Authority guidance.

Compliance


Uganda takes player protection seriously.
