Ghana already has a substantial sports betting economy.
Statista Market Insights currently estimates Ghana’s sports betting market at approximately US$363 million in 2026, rising to about US$407 million by 2030. That represents forecast annual growth of around 2.9%. Its model also expects approximately 1.7 million sportsbook users by 2030 and estimates 2026 ARPU at roughly US$212.

Those modeled numbers are useful, but actual player behaviour may be even more interesting for someone looking to enter at agent level.
GeoPoll surveyed betting behaviour across six African countries in June and July 2026 and found 60% participation among its Ghanaian respondents, putting Ghana just behind Kenya in the study. Across all six markets, 95% of active bettors used a mobile device and football was the main betting product for 67%.

Football dominates Ghanaian betting.
The English Premier League, UEFA Champions League, international tournaments and local football all generate interest. Ghana News Agency describes football as the emotional centre of the country’s betting market, while GeoPoll’s 2026 football research found betting strongly integrated into football consumption.

You do not need to market twenty different products on day one. Start where attention already exists:
Premier League weekends, Champions League nights, international matches and major tournaments.
Basketball, tennis, esports and other sports can expand the offer later.
Internet and mobile usage
Ghana is increasingly built for mobile betting.
At the end of 2025, the country had approximately 26.3 million internet users, equal to 74.6% internet penetration, together with 41.8 million active cellular connections. About 96% of those mobile connections were broadband-capable.

The Gaming Commission’s current 2026 register includes brands such as SportyBet, Betway, betPawa, Betika, Premier Bet, 1xBet, Betano, Odibets, MSport and many others.

Online traffic data also suggests that the market is concentrated at the top. DataGlass measured SportyBet as the leading operator by online traffic in May 2026, followed by Betway and 1xBet. Traffic share is not the same as GGR market share, but it demonstrates the visibility of the largest brands.

A small entrant should therefore not try to defeat SportyBet through national advertising.
That would be the wrong fight.
Your advantage is local knowledge, personal relationships, smaller communities and the ability to build a network one group at a time.

2. Legal Requirements for Starting a Sportsbook in Ghana
Gambling regulations
Sports betting is legal and regulated in Ghana.
The industry is supervised by the Gaming Commission of Ghana, which maintains the country’s register of licensed operators and oversees sports betting, online gaming, casinos and other gaming activities.

Anyone actually operating the sportsbook must therefore sit within the proper licensed structure.
This is important for our agent model.
Being an agent or master agent does not create a separate sportsbook licence.
The gambling operation still needs to be conducted by an appropriately licensed business, and any agent, affiliate or local commercial arrangement has to fit the operator’s permissions and Ghanaian rules.
Licensing
If you eventually want to become a direct Ghanaian sportsbook operator, that is a much bigger step.
The Gaming Commission’s published fee schedule lists an online sports betting licence at US$500,000, with a US$60,000 annual operational fee. Its current licensing requirements also specify minimum stated capital of US$2 million for sports betting and require the business to be partly or wholly Ghanaian owned.

Those numbers matter.
But they are not where our typical customer needs to start.
Instead, someone with a local network can first investigate working commercially with an established licensed operator or sportsbook provider as an agent, affiliate or customer-acquisition partner.
Prove the network before buying the infrastructure.
Taxes
Direct operators currently face a 20% tax on gross gaming revenue, with GGR generally calculated from stakes or wagers less winnings paid or payable.

One positive change for players came in 2025.
Ghana repealed the previous 10% withholding tax on betting and gaming winnings. The repeal was approved by Parliament and signed into law in April 2025, and the current 2026 tax summaries continue to reflect that change.

For a new agent, however, the first financial question is not Ghana’s entire sportsbook tax model.
It is:
What commission do I receive from the players I bring?
That is where the business starts.
Local restrictions
Licensed operators have to meet Gaming Commission requirements around operations, responsible gambling and customer protection. The Commission also actively tells players to use licensed operators.

It is to connect your commercial network to the right regulated infrastructure.
3. What You Need to Launch a Sportsbook
Sportsbook platform
At agent level, you do not need to build the sportsbook.
A good provider can already supply the platform, mobile site, odds, live betting, player accounts, back office, reporting and trading infrastructure.
That saves enormous time and money.
Your side of the business becomes:
Get players.
Keep players active.
Build referrals.
Recruit sub-agents when the network becomes large enough.
That is a much more realistic starting point than hiring developers and traders.
Payment methods
Ghana’s payment infrastructure is one of the strongest reasons to like this market.
Bank of Ghana data showed 84.6 million registered mobile-money accounts and 26.4 million active accounts in June 2026. During that month alone, Ghana processed approximately 954 million mobile-money transactions worth GH¢492.9 billion.

MTN MoMo is particularly important. MTN Ghana reported around 19.3 million active MoMo users at the end of 2025.

That means mobile money should sit at the centre of the betting experience, alongside other locally appropriate payment methods supported by the licensed operator.
For an agent, fast deposits and withdrawals can become one of the strongest selling points.
Odds provider
Football needs the strongest coverage.
Premier League, Champions League, Europa League, Ghanaian football, international tournaments and major European leagues should all be easy to find.
Live betting and accumulators are particularly important because they keep customers engaged beyond a simple match-result bet.
Again, the agent does not need to create those markets.
The provider does.
Customer support
Local relationships matter.
An agent who knows his customers can answer questions, explain the product and help resolve basic issues quickly.
That can make the experience feel much more personal than dealing only with a large international support centre.
As your network grows, the provider’s professional customer-service infrastructure becomes more important.
Marketing essentials
Do not begin by buying billboards across Accra.
Begin with the people you can actually reach.
Football communities, referrals, WhatsApp groups, social content, local networks, affiliates and eventually sub-agents can all become acquisition channels, provided the marketing activity fits the licensed operator’s rules and Ghanaian requirements.

Setup costs
For a direct Ghanaian sportsbook operator, the investment is large.
But that is not our starting point.
For someone entering through an agent or commercial-partner structure, a practical working budget can be approximately €0–€5,000, depending on the provider, marketing plan, required deposits and scale.
Some arrangements may have little or no platform setup cost because the provider earns through revenue share.
