Rwanda has entered a new phase in sports betting. After suspending gambling licensing during a regulatory review, the country reopened applications in August 2025 and issued new online sportsbook licences in July 2026. That creates a timely opportunity for entrepreneurs who understand local customers, football communities and mobile payments.
You do not need to apply for a national licence or build a complete betting company to enter the market. If you can bring active players, recruit trusted promoters or control a useful community, the practical route is to work with a licensed operator as an agent or commercial partner. Prove that your network can produce deposits and repeat betting, then grow into a master-agent structure or a larger branded operation.
Is Rwanda a Good Market for Sports Betting?
Rwanda is compact, densely populated and easy to approach through a mobile-first product. DataReportal’s Digital 2026 report recorded approximately 14.6 million people and 13 million active cellular connections in late 2025. The country’s size allows an effective agent network to reach several important locations without requiring the national marketing budget of a much larger market.
Internet use is still developing, which creates both a limitation and an opportunity. DataReportal’s 2025 figures counted 4.93 million internet users and 13.3 million mobile connections. A sportsbook designed for affordable Android devices, low data consumption and quick loading can reach customers who may struggle with heavier international platforms.
Football is the main commercial driver. The English Premier League, UEFA Champions League, Spanish La Liga and major international tournaments attract regular attention. Rwanda’s national team and regional football also create local interest. Basketball, tennis and virtual sports can add activity, but football should lead the market selection, promotions and agent conversations.
The strongest advantage is Rwanda’s payment culture. The official FinScope Survey 2024 found that 86% of adults, approximately 6.9 million people, owned or had used mobile money. The number of adults holding a registered wallet in their own name rose to 5.8 million. Customers already understand how to send, receive and store money on a phone.
That familiarity removes a major barrier to online betting. MTN MoMo, Airtel Money and connected bank services can support fast local transactions when properly integrated by a licensed operator. The sportsbook does not need to teach customers a new financial habit. It needs to make deposits clear, withdrawals reliable and account balances easy to understand.
The timing is especially important. In July 2026, the Rwanda Development Board, acting through the National Lottery and Gambling Commission, licensed Betway, ElephantBet and ForteBet. The licensing announcement followed a competitive evaluation and ended the freeze that began during the regulatory review. New operators need active customers, and active customers are reached through people who already have their trust.

Legal Requirements for Starting a Sportsbook in Rwanda
Gaming activities are governed by Law No. 58/2011 of 31 December 2011. The law creates the licensing, supervision and monitoring structure for betting, casinos and other games. The official legal text confirms that anyone conducting gaming activities requires the relevant approval.
The current market also operates under Rwanda’s 2024 Gambling Policy and ministerial orders issued under the existing law. The National Lottery and Gambling Commission within the Rwanda Development Board manages the licensing process. A new legal framework is still being finalised, so every applicant or partner should verify the current conditions immediately before launch.
Rwanda is open, but it is not an offshore grey market. A licence from another jurisdiction does not authorise a company to accept Rwandan players. The operator must hold a current local licence for online sports betting, and any agent or commercial arrangement should be approved within that operator’s structure. The contract must state who registers players, holds funds, settles winnings and carries the regulatory responsibility.
Direct operation also carries a heavy tax burden. Rwanda increased the tax on gross gaming revenue from 13% to 40% and the withholding tax on player winnings from 15% to 25%. The Rwanda Revenue Authority confirms the 40% rate for gaming companies. These economics must be built into odds, promotions and revenue-share agreements.
For a new entrepreneur, this strengthens the case for starting as an agent rather than carrying the cost and risk of a direct licence. The licensed operator manages tax, player accounts, technical standards and regulatory reporting. The local partner concentrates on customer acquisition, support and network performance.
What You Need to Launch a Sportsbook
The platform must be mobile first. It should load quickly, use limited data and work well on lower-cost Android phones. Registration, deposits, bet placement and withdrawals should require as few steps as possible. English and Kinyarwanda support are valuable, while French and Swahili may help with additional customer groups.
The sportsbook should provide competitive football markets, reliable live betting, quick settlement and a simple bet slip. Start with the competitions customers already follow instead of filling the menu with obscure events. Add basketball, tennis, virtual sports and other products after player behaviour shows real demand.
Payments should use the licensed operator’s approved MTN MoMo, Airtel Money or banking integrations. Every deposit and withdrawal needs a visible status. Fast payouts are especially important in an agent network because customers share their experience. One reliable withdrawal can create referrals; one unresolved problem can damage several promoters.
The backend must show registrations, first deposits, active players, stakes, winnings, net gaming revenue and commission. A master agent needs separate reporting for every promoter. Without clear numbers, it is impossible to identify productive agents, pay commissions correctly or decide where to invest the next marketing budget.
Start acquisition in one controlled community. Football viewing locations, local businesses, university-age adult audiences, WhatsApp groups, social pages and trusted promoters can all work. Give agents one clear offer and measure first deposits, repeat deposits and betting frequency. Registrations without money are not the result; active customers are.
How Much Does It Cost to Launch a Sportsbook?
An agent partnership can start for less than €1,000 when you already have access to bettors. The budget covers communication, local promotion, transport and a small operating reserve. The licensed operator provides the sportsbook and account system, while you earn an agreed commission or revenue share from qualified customer activity.
A master-agent model requires more working capital because you recruit and manage several promoters. It also allows you to earn from the combined performance of the network. Start with a small team, compare the numbers and expand behind the agents who consistently generate deposits and repeat play.
A branded white-label sportsbook can require approximately €10,000 to €30,000 for platform setup, design, payments, content and support. A more independent turnkey operation may begin around €50,000 and rise above €150,000. These are technology estimates, not Rwandan licence or capital requirements. A branded product must still operate through a valid local licence and accommodate Rwanda’s 40% GGR tax.
