Legal Requirements for Starting a Sportsbook in Sri Lanka


Sri Lanka’s legal framework is in transition. The Gambling Regulatory Authority Act No. 17 of 2025 came into force on 1 December 2025 and created a single authority for casinos, betting and online gambling. However, reports from July 2026 indicated that the detailed regulations and full implementation were still delayed.
The existing tax framework recognises internet bookmakers. The Sri Lankan Inland Revenue Department defines bookmakers as receiving or negotiating bets, including via the internet, on horse races or sporting events. Its schedule lists an annual LKR 5 million levy for betting through an agent or online.


The tax position has also changed. Parliament confirmed that the Betting and Gaming Levy (Amendment) Act No. 25 of 2025 increased the levy on gross collections from 15% to 18% from 1 October 2025.
Paying a levy is not permission to operate. A foreign licence or white label is not automatic authority to accept Sri Lankan customers. Confirm licensing, taxes, advertising and payment rules before launch.


For a smaller entrepreneur, the most practical route is a written agreement with an operator that can demonstrate its authority to serve the market. The agreement should identify who owns the player accounts, accepts funds, settles bets, handles withdrawals and carries regulatory responsibility.
