How to Start Your Own Sportsbook in Tanzania (2026 Guide) + Contact

Tanzania is one of the strongest sportsbook opportunities in East Africa for somebody who wants to start small and build a real betting business over time.
The country has a large population, an established legal sports betting market, a huge mobile-money ecosystem and a betting culture dominated by football. More importantly for a new entrepreneur, Tanzania already has a distribution structure where smaller commercial partners can work alongside licensed sportsbook operators instead of having to build an entire betting company themselves.
You can eventually consider your own sportsbook licence.
But that does not need to be day one.
A much easier starting point is to become an agent, build a group of active players, develop local relationships and then grow toward master-agent status.
The provider supplies the sportsbook.
You build the network.

1. Is Tanzania a Good Market for Sports Betting?

Market size

Tanzania already has a substantial sportsbook market.
Statista’s latest 2026 model estimates sports betting revenue at approximately US$348.8 million in 2026, rising to around US$395.6 million by 2030. That represents forecast annual growth of approximately 3.2%, with about 3.3 million sportsbook users expected by 2030. Estimated ARPU for 2026 is around US$114.

There is also strong evidence from the regulator that gambling activity continues to expand. The Gaming Board of Tanzania reported that the sector generated approximately TZS 260 billion in taxes during 2025, while investment and employment in gaming have continued to grow.

For an agent, however, the total national market is not the most important number.
You do not need 3 million customers.
You might start with 30.
Then 100.
Then several hundred.
That is where the agent model becomes realistic.

Sports popularity

Football absolutely dominates Tanzanian betting.
GeoPoll’s July 2026 African betting study found that 59% of its Tanzanian respondents had placed a bet during the previous 12 months. Among active Tanzanian bettors, 78% said football was the product they played most often.

ℹ️ GeoPoll

That makes the product strategy simple.
Premier League football should be extremely strong, together with the UEFA Champions League, Europa League, Serie A, La Liga, international football and Tanzanian competitions.
Tennis and basketball give players additional opportunities between football matches, while virtual sports and other fast products can improve engagement.
But if you want to acquire your first customers in Tanzania, football is where the conversation starts.
Internet and mobile usage
Tanzania is fundamentally a mobile betting market.
The country had approximately 20.6 million internet users at the end of 2025, while 89 million mobile connections were active—equivalent to around 125% of the population because many people use multiple SIM cards. More than 90% of those connections were broadband capable.

The internet penetration figure of 29.1% may look modest compared with Europe or Latin America.
But betting does not need universal internet penetration to work.
What matters is that the connected population is large, mobile-oriented and already familiar with digital financial services.
For an agent, that means your sportsbook is already sitting inside the customer’s phone.

Betting culture

Tanzania has one of Africa’s most established sportsbook environments.
The Gaming Board currently lists 35 online sports betting operators, including betPawa, SportyBet, Betway, SportPesa, Betika, Premier Bet, 1XBet and numerous local brands.

The market is concentrated at the top.
Blask’s July 2026 market data gives betPawa around 63% of measured consumer interest, followed by SportyBet, Betway, SportPesa and PMBet. These figures measure brand demand rather than audited GGR market share, but they show how powerful the biggest brands have become.

That does not mean a new agent cannot enter.
It means you should not try to create another national betting brand on your first day.
Find a strong existing product and become good at distribution.

2. Legal Requirements for Starting a Sportsbook in Tanzania

Gambling regulations

Sports betting is legal and regulated in Tanzania.
The Gaming Board of Tanzania (GBT) regulates the market under the Gaming Act and related regulations. It issues separate licences for internet sports betting, principal sports-betting operations, physical betting shops, service providers and other gaming activities.

ℹ️ gamingboard.go.tz +1

This makes Tanzania interesting for our target customer because there is already a legal ecosystem containing both large operators and smaller distribution structures.
An agent agreement still does not replace the operator’s sportsbook licence.
You need to work with a properly licensed operator and make sure your exact commercial role fits its GBT-approved structure.

Licensing

If you want to become the direct online sportsbook operator, Tanzania’s current fee schedule lists:
Internet sportsbook application fee: TZS 1 million
Internet sportsbook licence fee: TZS 90 million
For land-based sports betting, the principal licence also carries a TZS 90 million fee.

But there is something much more relevant for a smaller entrepreneur.
The Gaming Board separately lists a sports betting shop with a TZS 500,000 application fee and TZS 1 million licence fee.

ℹ️ gamingboard.go.tz

That is precisely why we should not treat every Tanzanian betting entrepreneur as if he needs to begin by financing a complete operator.
Depending on your proposed model, you may be able to work commercially with an existing principal operator, begin as an agent or local distribution partner, and expand from there.
Before opening a physical betting point, the exact relationship between the principal operator, shop licence and agent structure should be confirmed with the operator and GBT.

Taxes

The direct operator tax structure is important, but it should not dominate an agent’s first business plan.
Current Tanzanian government revenue strategy lists sports betting gaming tax at 10% of GGR. Recent Finance Act changes also affect taxes on player winnings and the overall gambling tax environment.

From July 2026, Tanzania also introduced a 5% excise duty on gambling stakes, affecting both land-based and online betting.

For the agent, however, the first calculation is much simpler:
What commission or revenue share do you receive from your players?
That number determines whether your own business works.
Local restrictions
Players must be at least 18 years old, and operators are expected to meet responsible-gambling and customer-protection requirements.

Marketing also needs care.
The Gaming Board’s Advertising Code requires gambling marketing to be responsible and factual. Advertising cannot make exaggerated winning claims or use certain forms of inducement, and operators need to comply with the wider restrictions applying to gaming promotion.

As an agent, marketing should therefore remain connected to the licensed operator rather than presenting yourself as an independent sportsbook.

3. What You Need to Launch a Sportsbook

Sportsbook platform

At agent level, you do not need to buy a sportsbook platform.
The provider can supply:
pre-match betting,
live betting,
odds,
player accounts,
bonuses,
back office,
reporting,
risk management,
and technical infrastructure.
That removes the biggest barrier to entry.
Your first job becomes much more practical:
Get players. Keep them active. Earn commissions. Build referrals.
If you can do that consistently, you have a business.

Payment methods

This might be Tanzania’s biggest commercial advantage.
Mobile money is enormous.
The Bank of Tanzania reported 75.78 million active mobile-money subscriptions during 2025, up almost 25% year on year, supported by an agent network of approximately 1.98 million points.

Important local systems include:
M-Pesa
Mixx by Yas
Airtel Money
HaloPesa
T-Pesa
TCRA data already showed M-Pesa as the largest individual service, with Mixx by Yas and Airtel Money also holding large customer bases.

For a sportsbook, local payments matter enormously.
Customers want to deposit quickly, place a bet and withdraw their money through systems they already use every day.
A good Tanzanian provider should already understand this.

Odds provider

Football comes first.
Premier League, Champions League, Europa League, international football and major European leagues need deep markets and competitive odds.
Live betting is particularly valuable because it gives customers reasons to remain active throughout the match.
Basketball, tennis, virtual sports and esports can then broaden the offer.
Again, the agent does not need to source this himself.
The platform handles it.

Customer support

Swahili support is a major advantage.
English can also be useful, but a local betting customer should be able to understand deposits, withdrawals, bonuses and account verification without struggling with language.
An agent can add another layer of service.
Someone who knows his customers personally can solve simple issues, explain the platform and build trust.
That relationship is difficult for a multinational brand to reproduce.

Marketing essentials

Start local.
You do not need national television.
Football communities, WhatsApp networks, referrals, social media, local businesses and sub-agents can all become acquisition channels when used within the licensed operator’s compliance rules.
Tanzania is particularly suitable for this because betting stakes are relatively small.
GeoPoll found 67% of Tanzanian bettors in its survey spent less than US$10 per month, making Tanzania the most value-conscious market in the six-country study.

ℹ️ GeoPoll

That means the model is based on volume and network growth, not finding a handful of huge bettors.

4. How Much Does It Cost to Launch a Sportsbook?

Setup costs

If you want your own fully independent sportsbook licence, Tanzania requires much more money.
But that is not our target starting point.
For an agent or commercial partnership with an established licensed operator, a reasonable initial planning range can be approximately:
€0–€5,000
depending on the provider, territory, marketing plan, deposits and commercial arrangement.
Some providers may require little or no platform setup cost because they earn from revenue share.
And if your structure involves a physical betting shop, the Gaming Board currently lists the regulatory shop licence itself at only TZS 1 million, plus the applicable application fee.

ℹ️ gamingboard.go.tz

That makes Tanzania particularly interesting for somebody who wants to build from the ground up.

Monthly operating costs

Keep them small initially.
You may need money for:
internet and communications,
basic administration,
local marketing,
customer acquisition,
and perhaps a small location if your structure uses a physical betting point.
Do not hire ten people before you have customers.
Let the operating structure grow with revenue.

Marketing budget

Start with your existing network.
If €300 generates your first group of active customers, that tells you much more than spending €10,000 on a campaign before you understand the market.
Measure the results.
Reinvest part of the commissions.
Then recruit people who can bring their own customers.
That is how an agent starts becoming a master agent.

Time to launch

A complete licensed sportsbook operation is a proper project.
An agent relationship can be much quicker.
With a suitable existing provider and the necessary local approvals, you may be able to move from consultation to operating commercial setup within days or weeks.
That lets you begin learning from actual customer activity much sooner.

5. How We Help You Launch Successfully

VB iGaming can help you identify the right level to enter Tanzania.
Maybe you already know sports bettors.
Maybe you manage a football group.
Maybe you operate a shop or other local business.
Maybe you know three people who could become good sub-agents.
That can be enough to start the conversation.
We can help you evaluate sportsbook providers, understand agent and master-agent agreements, compare revenue-share structures and determine whether an online, local-shop or mixed acquisition model makes sense.
Then the progression is simple:
Agent → active players → better terms → recruit agents → master agent → larger operation → your own licence later if it makes commercial sense.
You do not need to start at the last stage.

6. Ready to Launch Your Sportsbook in Tanzania?

Tanzania has many of the characteristics we look for in an agent-driven sportsbook market:
a large population, established regulation, strong football culture, dozens of licensed bookmakers, enormous mobile-money adoption and millions of active bettors.
The biggest brands already have national recognition.
That is fine.
Your first objective is not to beat betPawa.
It is to build your own profitable network.
Start with the customers you can reach.
Learn what they bet on.
Build recurring commission.
Recruit reliable sub-agents.
Grow into a master agent.
Then decide how large you want the operation to become.
VB iGaming can help you find a suitable sportsbook provider, understand the agent model and build a practical entry strategy for Tanzania.
