Uganda is one of the African markets where the agent-first sportsbook model makes real commercial sense.

1. Is Uganda a Good Market for Sports Betting?
Market size
Uganda already has a substantial sportsbook market.
Statista’s latest model estimates sports betting revenue at approximately US$154.8 million in 2026, with around 1.6 million users expected by 2030. Estimated 2026 ARPU is about US$89.60. Growth is relatively mature rather than explosive, but the important point is that this is already an established commercial market.

Player research makes Uganda even more interesting.
GeoPoll’s 2026 African betting study found that 57% of Ugandan respondents had placed a bet during the previous 12 months. Among active bettors, Uganda also showed the highest spending profile of the six countries surveyed: 17% reported spending at least US$50 per month.

That is valuable for an agent.
You do not need millions of users.
A network of a few hundred good active customers can already become a meaningful business.
Sports popularity
Football is overwhelmingly number one.
GeoPoll found that 84% of active Ugandan bettors named football as the product they played most often—the highest football concentration among the six African markets in its 2026 study.

Premier League football is especially important, together with the Champions League, Europa League, international tournaments and African competitions.
The 2026 World Cup demonstrated the strength of that culture again. GeoPoll recorded an 8.0/10 World Cup interest score in Uganda, with 95% of respondents planning to follow the tournament.

Basketball, tennis, esports and other markets can expand the product, but football should remain at the centre of acquisition.
For a new agent, that is useful because you already know where the attention is.
Internet and mobile usage
Uganda is a mobile betting market.
DataReportal estimates approximately 11.4 million internet users and 40.9 million mobile connections at the end of 2025. Different measurement methods produce higher telecom subscription figures: the Uganda Communications Commission recorded 47.1 million active mobile subscriptions, 20 million smartphones and 18.5 million mobile internet subscriptions by December 2025.

At agent level, however, you do not need to build it.

Betting culture
Uganda has a mature regulated betting industry.
The National Lotteries and Gaming Regulatory Board — NLGRB — publishes an official list of licensed companies every year, and Uganda has supported both online-only and combined online/land-based sportsbook models.

So again, you are not teaching Uganda what sports betting is.

2. Legal Requirements for Starting a Sportsbook in Uganda
Gambling regulations
Sports betting is legal in Uganda and regulated under the Lotteries and Gaming Act 2016.
The regulator is the NLGRB.
Importantly for our target customer, the Act itself defines an “agent of a licensee” as an agent appointed or approved according to the conditions of the operator’s licence.

That does not mean anybody can simply call himself an agent and start accepting bets independently.
The sportsbook service still needs to come from a licensed operator, and the commercial arrangement needs to fit that operator’s approved structure.
But Uganda already gives us a much more natural foundation for an agent model than many countries.
Licensing
If you eventually want your own sportsbook, Uganda offers a General Betting Operating Licence.
The NLGRB currently requires applicants to show at least UGX 250 million in capital adequacy, together with incorporation documents, ownership information, source of funds, a business plan, tax clearance, platform details and other compliance material.

The 2024 fee framework also increased direct operator licensing costs. Current industry analysis of those regulations puts the application and licence fees for Ugandan/East African applicants at roughly UGX 25 million each, with higher amounts for foreign applicants.

That is useful to know for later.
It does not need to be your first step.
For somebody with a few thousand euros and a local network, partnering with an existing licensed operator makes far more sense than immediately financing a complete sportsbook company.
Taxes
Uganda Revenue Authority currently states that betting operators pay tax on betting revenue calculated from stakes less payouts, while player winnings carry 15% withholding tax. Current URA guidance shows betting tax at 30% of betting revenue, so direct operators need to model the tax burden carefully.

Uganda also introduced an important payment-control change in 2025.
The Tax Procedures Code now requires licensed gaming and betting operators to receive wagers and make payouts through a centralized gaming and betting payments gateway linked to the Uganda Revenue Authority.

That matters for the operator.
For the agent, your first question remains much simpler:
What commission or revenue share do you receive from your players?
Local restrictions
Uganda has unusually strict age rules.
The NLGRB repeatedly states that sports betting and gaming are available only to people aged 25 and above. The regulator also introduced updated responsible-gaming directives and advertising frameworks for 2026.

So customer acquisition needs to happen inside the licensed operator’s compliance rules.
This is another reason to use an established provider rather than improvising your own betting operation.
3. What You Need to Launch a Sportsbook
Sportsbook platform
As an agent, you do not need sportsbook software of your own.
The provider can supply:
pre-match and live betting, odds, player accounts, bonuses, reporting, back office, risk management and customer-support infrastructure.
Your commercial job is different.

Uganda’s mobile-money ecosystem is huge.
The Uganda Communications Commission reported 36.3 million active mobile-money subscriptions by December 2025. The Bank of Uganda also reported strong continued growth in electronic-money transaction volume and value during 2025.

MTN MoMo and Airtel Money are central to everyday digital payments.
This is exactly what you want in a mobile sportsbook market.
Customers should be able to deposit and withdraw through payment methods they already understand, subject to Uganda’s centralized gambling-payment requirements.

Football coverage needs to be excellent.
Premier League, Champions League, international football, African competitions and Ugandan football should all be easy to access.
Live betting and accumulators are particularly important.
Tennis, basketball and esports add more events throughout the day.
The provider handles the feed and trading infrastructure.

Customer support
Local support matters.
English is widely used, but understanding local customer behaviour, mobile-money issues and betting habits can still become a major advantage.
An agent who knows his players can often build stronger loyalty than a generic international call centre.
Marketing essentials
Uganda is perfect for a network-driven approach.
Football communities, referrals, social channels, local relationships and sub-agents can all become useful acquisition channels when used through the operator’s compliant marketing structure.
Do not begin with an expensive national campaign.
