Senegal offers a strong audience for mobile casino products. The country is young, connected and already familiar with online betting, while services such as Wave and Orange Money have made phone-based payments part of everyday life. Existing gambling turnover demonstrates real spending activity. Senegal’s betting and gaming sector mobilised more than CFA40.9 billion, approximately US$71 million, during the first quarter of 2026, according to figures reported from the finance minister. The Q1 2026 market update described the sector as dynamic and increasingly important to state revenue.
Sports betting remains the main entry point, but that helps casino acquisition. A sportsbook customer already understands registration, deposits and real-money play. Slots, crash games, instant-win titles and live casino provide something to play between football matches and during quieter sporting periods. A combined sportsbook and casino product can increase the value of the same network rather than forcing the operator to buy a second audience.
The strongest commercial advantage is local distribution. A promoter who controls a football group, social page, nightlife network or trusted community can reach depositors directly. Senegal’s core gambling laws were designed for physical establishments. Law No. 66-58 of 30 June 1966, amended by Law No. 75-59 of 2 June 1975, regulates gambling venues and authorisations. The government legal database publishes the historical framework, but it does not provide a modern open licensing system specifically built for independent online casinos.
LONASE controls lotteries and sports betting and acts as the main gatekeeper for online gaming. Land-based casinos operate through a separate authorisation route connected to the Ministry of Finance. The online-casino position remains less clearly defined than the physical casino or LONASE sportsbook structure, which means a foreign licence or offshore company should not be treated as permission to target Senegalese players.
The market is nevertheless moving through approved digital partnerships. In July 2026, LONASE published a restricted list of online gaming platforms authorised to operate in Senegal. The published list included local and international brands operating within recognised arrangements. LONASE has also launched digital products with technical partners, showing that partnership is the workable route into the market.
Before launching, confirm that the proposed operator and the exact casino products are covered by a current Senegalese approval or LONASE relationship. The contract must identify who accepts the customer, holds player funds, pays winnings and carries regulatory responsibility. An agent should never be left personally responsible for balances that belong on the operator’s system.
Senegal also introduced a 20% tax on gambling winnings under Law No. 17/2025, effective from 1 November 2025. Implementation reports state that it applies to retail and digital play. The operator must calculate and communicate payouts correctly. Age checks, game certification, player-protection controls and transaction monitoring should operate inside the platform without making the customer journey difficult.
