The regulated framework entered full operation on 1 January 2025. By August 2026, the SPA had authorized 85 companies to operate fixed-odds betting in Brazil.

For an investor, that creates an attractive but demanding opportunity. Brazil offers more than 200 million consumers, an enormous football culture, excellent digital infrastructure and tens of millions of existing bettors. But unlike many emerging markets, this is not a low-budget licence-and-platform launch.

1. Is Brazil a Good Market for Sports Betting?
Market size
Brazil is already one of Latin America’s most important betting markets.
Published estimates vary significantly because some studies measure sportsbook revenue alone while others include the entire regulated fixed-odds sector, including online casino games. Grand View Research estimated Brazil’s sports betting market at approximately US$1.19 billion in 2024, with revenue forecast to reach US$1.87 billion by 2030, representing a CAGR of about 7.9%. Applying that published growth trajectory would imply roughly US$1.39 billion in sportsbook revenue in 2026, although that intermediate figure is an estimate rather than a reported market result.

Regulatory data paints an even larger picture when the broader fixed-odds market is considered. Industry analysis based on SPA figures reported approximately R$36.96 billion in regulated GGR during 2025 across the legal fixed-odds ecosystem. Brazil’s Ministry of Finance also reported that around 25 million individual CPFs placed bets during 2025, demonstrating that betting has already reached a mass consumer audience.

The distinction is important: market-research firms do not always define “sports betting revenue” in exactly the same way as the Brazilian regulator defines regulated GGR. For an investor, however, the strategic conclusion is straightforward.
Brazil is already a major gambling market, and it is still growing.
Sports and betting culture
Football dominates Brazilian sports culture and naturally dominates sportsbook acquisition. Série A, Série B, Copa do Brasil, Libertadores, Champions League and major European leagues all create year-round betting volume.
But a Brazilian sportsbook should not be built around football alone. Basketball, volleyball, tennis, MMA/UFC, Formula 1 and esports can all contribute meaningful secondary volume, especially when operators combine pre-match markets with strong live betting.
Brazilian bettors are also increasingly familiar with international operators and sophisticated betting products. That means a basic sportsbook with generic odds and poor live coverage is unlikely to stand out.
Internet and mobile usage
Brazil has the digital infrastructure required for a mobile-first betting market.
DataReportal estimates that Brazil had around 185 million internet users at the end of 2025, representing 86.9% internet penetration. There were approximately 217 million active mobile connections, equivalent to 102% of the population, and 97.4% of those connections were broadband-capable. Median mobile download speed had reached approximately 239 Mbps.

For a sportsbook operator, the implication is simple: mobile is not a secondary channel in Brazil. It is the product.
Registration, KYC, deposits, live betting, withdrawals and customer support all need to work smoothly on a smartphone.
Competitive landscape
Brazil is large, but it is not empty.
H2 Gambling Capital estimates reported by Folha de S.Paulo placed the ten largest operators at around 68.8% of the 2025 market. Betano led with an estimated 23% share, followed by Bet365 at 15.1%, with Superbet, Sportingbet, Esportes da Sorte and several strong local brands competing behind them.

That makes Brazil simultaneously attractive and difficult: the market is huge, but customer acquisition is already professional and expensive.
A new sportsbook therefore needs more than a licence.
It needs a reason to exist.

2. Legal Requirements for Starting a Sportsbook in Brazil
Brazil’s federal framework is considerably clearer than the province-by-province model found in Argentina.
Sports betting was legalized under Law 13.756/2018, while Law 14.790/2023 created the broader modern framework covering fixed-odds betting and online games. The SPA is responsible for authorizing and supervising operators. Since 1 January 2025, only authorized operators may legally operate nationwide.

Licensing
A foreign company cannot simply apply from abroad and point its existing offshore licence at Brazil.
The operator must establish a Brazilian legal entity with a CNPJ, headquarters and administration in Brazil. Foreign-controlled applicants must have statutory directors domiciled in Brazil, while at least 20% of the applicant company’s share capital must be held by a Brazilian person or qualifying Brazilian legal entity.

Applications must also demonstrate legal standing, tax and labour compliance, integrity, financial capacity and technical capability.

The federal authorization itself costs R$30 million, lasts five years and permits the use of up to three betting brands.

And the licence fee is not the only capital requirement.
Portaria SPA/MF 827 requires a minimum R$30 million paid-in share capital, while authorized operators must also maintain minimum net equity and a R$5 million financial reserve.

That distinction matters. The R$30 million licence payment is an actual regulatory cost. The required share capital and reserve are not simply “fees” — they are financial resources that must exist within the regulated operating structure.
Can you use a white-label or sub-licence?
Technology providers, game suppliers, payment companies and other B2B companies can supply regulated operators, and commercial partnerships with existing authorized groups may be possible. But if your company is acting as the consumer-facing betting operator, the legal structure still needs to satisfy Brazil’s authorization rules.
Any arrangement involving use of an existing operator’s brand capacity should therefore be structured with Brazilian legal and regulatory advice rather than treated as a shortcut around the licence.
Taxes
Brazil also changed its betting taxation after the first regulated year.
Under Complementary Law 224/2025, the statutory allocation from betting revenue rises progressively. For 2026, operators retain 87% of the relevant post-prize revenue while 13% is allocated through the statutory system; the operator share falls to 86% in 2027 and 85% from 2028, corresponding to a progressively higher effective GGR burden.
Separate corporate, payroll and other applicable taxes must also be included in the financial model.

That means a realistic business model should never stop at:
turnover – player winnings = profit.
The relevant calculation is closer to GGR minus regulatory allocations, technology, odds/data costs, payment processing, bonuses and retention costs, affiliates, marketing, personnel, compliance and corporate taxation.
Advertising and responsible gambling
Brazil tightened advertising requirements further in July 2026.
Betting ads must now display mandatory government warnings such as “Aposta não é investimento” (“Betting is not an investment”), and advertising directed toward minors is prohibited. Marketing cannot present betting as easy income, financial investment or a solution to money problems. Advertising for unauthorized operators is also prohibited.

Welcome bonuses or upfront incentives designed to induce initial registration or a first wager are prohibited, although compliant loyalty and reward structures may still be possible within the regulatory rules.

This means Brazil’s acquisition strategy has to be designed around the regulation, not copied from an offshore market.
3. What You Need to Launch a Sportsbook in Brazil
Sportsbook platform and odds
The platform must support Brazil’s technical and regulatory requirements rather than simply offering Portuguese translation.
A serious Brazilian setup needs strong mobile performance, pre-match and live betting, reliable Brazilian-real wallet accounting, KYC, geolocation, responsible-gambling tools, detailed reporting and integrations with the regulatory reporting environment.
Certification is also important. The Ministry of Finance maintains a list of approved testing laboratories, including GLI, eCOGRA, BMM and other recognized certification bodies.

The odds/data provider needs sufficient depth for Brazilian football and international competitions while supporting the live product that modern bettors expect.
Payments
Brazil has one enormous advantage: Pix.
Fast bank-based electronic payments have become deeply embedded in Brazilian digital commerce and fit naturally with sportsbook deposits and withdrawals. But regulated gambling payments operate under strict rules.
Deposits must come through electronic transfers from an account registered to the bettor. Transfers from unregistered accounts must be returned. Credit betting is prohibited; debit/prepaid payment methods can be accepted, but operators cannot provide betting credit.

The operator must also be capable of paying prizes rapidly. SPA rules generally require prize payments within 120 minutes after settlement of the relevant sporting event, subject to limited regulatory exceptions.

So in Brazil, payment quality is not merely a conversion feature.
It is part of regulatory compliance.
Customer acquisition
Brazil is one of the world’s strongest football sponsorship markets for betting brands, but a new operator does not necessarily need to start by sponsoring a Série A club. Affiliates, influencers, SEO, social media, communities, partnerships and targeted digital acquisition can all play a role, provided advertising rules are followed.
The key question is customer acquisition cost versus player lifetime value.
A brand that spends heavily to acquire depositors who disappear after one weekend will burn capital regardless of how attractive the market looks. For a smaller entrant, having an existing audience, affiliate network, local community or distribution channel can be more valuable than trying to outspend Betano and Bet365.
4. How Much Does It Cost to Launch a Sportsbook in Brazil?
For direct federal licensing, the regulatory numbers immediately define the scale.
The authorization fee is R$30 million. The operator also needs at least R$30 million in paid-in share capital and a R$5 million financial reserve, alongside the required net-equity position.
